1: From the logs it's failing in phase-2:

016-05-16 12:28:09 info IKE 85.96.xx.xx Phase 2: No policy exists for the proxy ID received: local ID (10.10.0.0/255.255.252.0, 0, 0) remote ID (192.168.173.2/255.255.255.255, 0, 0).

The  protocol/port numbers 0,0 coming from the Shrew,  I doubt if this can be even set in the Shrew. This is the mismatch so VPN is failing.

2: What is the output of "get ike policy-checking"
