It's most probably image authentication issue, as discussed in https://kb.juniper.net/InfoCenter/index?page=content&id=TSB16495&actp=METADATA .

If you have old work working firmware then try downgrading the same via tftp during the boot , delete/update the key and then try upgrading to the version of your choice.
