Looks like the remote gateway is not responding to the ike request. When that happens we don't have any detail as to why. You would get better logs from the remote side that will explain why it is not responding.
Possible reasions:
The remote gw ip is not reachable (confirm ping from your gateway address to the remote if ping is open there)
The remote gw ip address is wrong
The remote gw has the wrong ip address for this local gateway
the pre-shared keys don't match
the crypto packages don't match
