Hi,

It looks to be socket related problem as per the log : ## 2018-06-14 15:59:02 : IKE<198.153.3.4> Failed to send phase 1 160 bytes n=-10994! sock=258

What device is this and what version of code? Also, you can try clearing socket :

get socket  <-- check the sockets , is id 258 for port 500

clear socket id <id from the previous command.

It's probably very old code, if clearing the socket doesn't resolve then please check if socket number is changing in the debug and rebooting the device may help.
