If you have a one-to-one relationship of the public ip to servers, then the simplest configuration would be to create a MIP on your tunnel interface mapping the public ip to the private one. This will perform the translation for both directions.
You would create the route based VPN normally then add the MIP and the associated policy to permit the traffic.
