Loading a new bootloader will not do anything for this.  You would need to reset the device back to factory default settings via the pinhole (hopefully it is not disabled as well)....

Hello, On SSG350M, the state of 'get sa' output is A/D which is Active/Down. So on SSG350, Phase 2 is down.From ISG logs, it looks like on ISG phase 2 is complete, but SSG350M does not bring Phase 2 up...

A/D indicates that VPN monitoring is failing.  If you disable VPN monitoring, does the VPN remain up?  The "D" means that VPN monitoring is not receiving a response, so it is assuming the VPN is down.

Serial number reset only works via direct console.  Looks like you are going to need to RMA the device.
