Loading a new bootloader will not do anything for this. You would need to reset the device back to factory default settings via the pinhole (hopefully it is not disabled as well)....

A/D indicates that VPN monitoring is failing. If you disable VPN monitoring, does the VPN remain up? The "D" means that VPN monitoring is not receiving a response, so it is assuming the VPN is down.
