I understand that you are referring to "VPN for 192.168.1.0/24" . There is no proxy-id config or I don't see you are calling it in any policy . Please configure the proxy-id, policy , route etc depending on whether it's route based or policy based VPN. 

Also, please check the "get event" logs and see if you get any hint . What is the peer device ? Do you see the traffic on the peer device ?

At the end we can snoop/flow basic or debugs, on the SSG but first rectify the config and check the 'get event' logs.
