There could be two things, you can do:
1: The 6.2.0r9 version(signed by old key) might be corrupted, you can contact JTAC if you need this version for recovery.
2: Try upgrading boot loader and then 6.3.0r21 image files via TFTP nd see if that helps:

If above doesn't solve the issues then you will need to contact JTAC.
