Hi, This does not look like the DHCP issue. DHCP problem will cause a reboot/crash loop. But in your case, the device is stuck during bootup.Please try reinstalling the firmware and bootloader as Rushi...

I retried to put another SCREEN OS on it. that was succesful , but when I boot the SSG5 it still stops like before . Is there something else I could do ?

If you upgrade ScreenOS Version from lower 6.3 to 6.3.x you must deactivate DHCP-Server. When the DHCP-Server is activated at booting the SSG boot process loops. If you can't deactivate the DHCP Server...

Most of the time when I put power on it :everything is blinking :power + status orange ,eth0/0 thru eth 0/6 green. After a while only power + status are solid green. the rest are out.

Do you have SYN-CHECK or SYN-BIT-CHECK?  SYN-CHECK is done in the CPU, so it should not matter if it is set to no-hw-sess.
